Very cute and nice tune reminds of some songs from Phantasy Star 4 game for SEGA. Maybe it's really inspired from it. Searched info for it. Some say it's author is SKiDROW, some Wermis Mysteriis, and kics. I think it's Wermis Mysteriis.
