Usually you only need permission from the module author(s).

To answer accuratly: The Mod Archive cannot license the music to you. You must obtain permission yourself from the composers.

Uploads to the site are governned by the site's terms and conditions. According to those, the Mod Archive can redistribute the works as it sees fit, but it does not - in any scenario - extend that license to any 3rd parties such as yourself. You may find the works in other public domain archives, if you do so then you are probably quite okay to use them. As it is, although there is a large quantitiy of public domain on The Mod Archive, there are some artists who have specifically released material here and have not stated that their works are for PD release (and there is no way of telling which is which).

A grey area: Considering that this is for a contest, and in contests there are usually prizes, this rules out the notion that you are using the compositions without personal gain.

I recommend you try and contact composers, if you can't and you still want to play by the book, then you will have to source material from elsewhere.

Best of luck :)
