is remixing considerd as ripping?

If it's a remix that you haven't had permission to do, then it could easily be mistaken for, or considered a rip.  So while technically remixing and ripping are two completely different things, remixing could easily be misconstrued as ripping if the original artist isn't informed.

As I see it, it's alot about credits as well - If you do a remix and say "this is my song", then you're ripping it. If you do a remix and say "Remix of OriginalArtists's Song by Me", that's quite a different thing. Still, ask the artist who made the song before you remix if at all possible.

Agreed with Limestar.
Also, try not to use too much of copy/paste when remixing a song, but try to make the song sound like the original with your own ways (if you want it to sound like the original, that is).
