Title: [fixed] Slight link inconsistency on upload page

From the upload page (http://modarchive.org/panel-upload.php), a link to the "Join Artist Roster" section is provided:

If you're an artist but don't yet have an Artist Account - getting one is as easy as clicking this link!.

But the wrong GET data is used in the hyperlink; instead of ?request=order-art, it uses ?action=order-art.  Otherwise the link is correct.
