It can't. It could, if there was a developer interested in adding that. Pailes isn't actively developing the tracker anymore and something tells me that even if he was, this wouldn't be a high priority.
But not to worry, I hear Open ModPlug Tracker (http://http://openmpt.org/) does import MIDI files. You could use it to export the song to .XM and then open that in MilkyTracker. Another option could be MID2XM (http://www.un4seen.com/mid2xm.html) but it's getting a little old already and there may be compatibility issues with the more recent Windows versions.

OpenMPT is horrible at importing MIDI files and I have no plans on improving this legacy code (see! Noone is interested in programming this! ;D), but MID2XM is an excellent option. It's a bit more work to set it up, but it does really good conversions. On the other hand, there's also BeRoTracker (http://www.berotracker.de/), which has a good MIDI import feature, too.
