which version do you guys recommend me to use? 2.08, or 2.09?

How about 2.11 (https://16-bits.org/other.php) instead? ;)

if youd rather use ft2 on dos, i suggest 2.09, since thats the latest last official version released for dos.

2.11 is also for DOS. It's not the same as 8bitbubsy's cross-platform clone.
If you don't have a GUS, using 2.09 is probably fine; but with a GUS you should stick to 2.08 (or 8bitbubsy's fixed 2.10/2.11 version).
