I can't reproduce the problem on Windows 7 32-bit, with a fresh copy of milky from the website running in a restricted location (Program Files) or an unrestricted one (Desktop).

And about the player. XMplay can loop sections once or forever but do not switch between them manually as far as I know

You can skip sections in XMPlay by right-clicking the prev/next song buttons but the change is immediate, so no waiting for until the pattern is done playing. MilkyTracker has a live mode that delays a pattern change until the current one is done but there is no section skipping, so you have to manually traverse the pattern order table to the right spot while the current pattern is playing. The documentation is sparse but it's mentioned in the manual and in the FAQ (Q#10).

Nice mini rendition of the C.C.Catch classic. Not necessarily my favorite set of instruments but the arrangement stays true to the original. I'd gladly hear a more personal take but this is not a bad cover.

I was throwing a rough ballpark with "like a 100 times". The lengths suggested for melodic chip instruments are all powers of 2 and they stay in tune because of that. Following that pattern the power of 2 closest to 32000 is 2^15 = 32768. But this method is of course limited to samples you generate in MilkyTracker and to answer your question, "Is there a way to tune my percussion instruments in Milkytracker?":

Yes, you can tune your instruments (actually each of the possible 16 samples inside an instrument individually) in the Instrument Editor. Click Ins. Ed. and use the Relative note buttons to get the ballpark and then the F.tune slider to... finetune it.

There are frequency restrictions to keep in mind when you adjust the relative note of sample. This function is generally meant to set all of your instruments in tune and you will run into playback problems across different players when for example you have natively low frequency sample and you try to make it into a high pitched one by simply setting the relative note high. If you want to use a natively low frequency sample at high pitch or vice versa, resampling is recommended.

Yeah, that'd be just about the only way to do it per instrument and have the setting saved in a module. To actually disable recording note offs, go to Config > I/O > Multichannel > Record key off: [ ].
