looking for a website similar to TiS (deprecated) /CTGMusic (defunct)...any ideas?

There are still a couple of free music sites (SoundClick comes to mind) but I suppose you mean something with a higher amount of scene-related musicians... I'm currently not aware of any alternatives to the ones you mentioned - I considered resurrecting ModPlug Central years ago but it's a tough job, especially when everyone just runs off to SoundCloud and YouTube these days, and with the constant fear that people might abuse your site for spreading pirated MP3s.
