Your forum lead for the ChibiTracker forums is reduz, the developer of ChibiTracker, which, to quote the website: "...is a portable IT (Impulse Tracker) clone. It is not a 100% clone though, as it adds more features, such as chorus and reverb, stereo samples, an advanced sample editor and more".

That's because ChibiTracker is pretty much dead (reduz hasn't been working on it in a long time).
