That white noise as some commenter said, that's supposed to be the ride cymbal, and the brush rubbing against the snare drum at one part.
And yup, it's all FM synthesis. All OPL, so use ST3 with a SoundBlaster, or OpenMPT 1.28+. - K. Jose
