It's not as good as its predecessor, but still is good. It keeps the almost same rhythmic style. There is some sadness in the music, as opposed to City Planning's "cheerfulness".
Well, after all, when projects are being designed, mood is always positive and full with great expectations. But future succession of events can change that. Now, in this tune we see the 'death' of part of 'that project' (the city), as is the case of demolition of builtings. Perhaps I'm completely wrong, but I think that change is what the author wanted to convey through both songs.
