Mod scene

Can I ask - mod scene is still exist in 2015?
Is there label or groups realizing music in modules?
I know modules.pl, modland ftp, this site, but they are more  archives of  past modules.

Well, I wouldn't say that the existence or lack of labels would indicate the liveness of the mod scene, given that it already existed a decade before the concept of netlabels became widely known. But if you need an example of a netlabel that still exclusively releases modules, there's Datamask or Remute. There are still dozens of people on tracking scene IRC channels every day, it's far from being dead. All archives - including ModArchive, modules.pl and ModLand - have modules from way back until this very day and are still being updated, so they are far from being "archives of past modules".
