Using samples licensed under GPL

I came across some soundfonts that were GPL-licensed.

They said the samples themselves are also covered under GPL, which seems weird because GPL is for code.

Do I state Mod Archive Distrubution License under the Mod Archive's front and specify GPL in module message?

GPL really doesn't make much sense for samples indeed, but if that's how they are distributed, then so be it. Maybe you should raise a concern with the author though, to maybe relicense or dual-license them under a Creative Commons license. As the Mod Archive Distribution License basically just means that all rights are reserved to the artist, this is the correct license to pick (well, it's the standard so there is nothing to pick) while also stating the license notice e.g. in the module comments text, as you suggested.
