Well, this is certainly an interesting one...the music is quirky, kind of like what you might expect to find on a Japanese sidescroller game (think Clockwork Knight, but if it had been on a sixteen-bit cartridge machine, instead of Saturn). It's weird and quirky, and kind of cool in places, and the chord layout suggests an orchestral piece... I feel that the samples could have been chosen a bit more carefully, and there are some (most notably the orchestra hit) that seem to have short dead spots at the beginning which should have been cropped off. Also, the low sampling rate lends to the overall 'gameyness', but if that's what the composer wanted, s/he came up in spades... Overall, the samples are sort of bad, but the song has a few gems hidden in there, so definitely download if you have time. I simply think it could stand to be reworked once or twice into something fantastic...
