This seems to be a track used in the game "The Pursuit of Greed", which leads me to believe the author of it may be Necros (Andrew Sega) as he did the music for that game.

Mellow, soothing in tone, with some chimes, echoing bass notes and metal sheet sounds playing at certain parts within the track to break the drone and string backdrop.
